I took this course with Professor Guzman. My first impression is that the course aims to develop a solid understanding of Microeconomics with real world applications. Professor Guzman is a rare kind of resource with extensive exposure to real world policy issues. He explained the concepts easily. This course requires a final project to be completed. Professor Guzman designed the topics in a broader policy areas that helps us to apply microeconomics topics to frame solutions. He was kind enough to spend hours in discussing and guiding project paper. I found him always kind to guide whenever I needed his support.

Professor Guzman made microeconomics both rigorous and accessible. The course builds a solid foundation in applied microeconomic analysis — starting from a carefully established baseline before systematically examining where real-world conditions depart from standard assumptions. What sets it apart is Professor Guzman's firsthand experience working on policy problems: the frameworks he brings to complex questions are not textbook abstractions but approaches he has tested in practice, which gives the class a depth that is difficult to find elsewhere. The course project was particularly valuable — it bridged theory and application in a way that made the policy implications of microeconomic analysis genuinely tangible. Highly recommended.

PLCY 640 classes were engaging and resourceful. Professor Guzman explains economics easily—the best part of this course. Class participation grade (40%) is too high; however, professor Guzman has his explanation. He is open to discuss and review course materials. This microeconomics course is designed to give a solid micro foundation, based on my understanding. And it is a basic level course. So, getting a good grade should not be difficult. It assesses our basic understanding of microeconomics; however, School may consider to introduce at least intermediate level. Most of the reviews here are illogical and misrepresentation of the professor Guzman and the course.

Prof. Guzman is an extremely nice guy with a kind, passionate and loving heart. He will try his best to answer your questions and give you support if you need help. He does emphasize participation in class a lot, but he makes his lectures easy to follow and understand so you'll naturally be engaged. He is a charismatic politician and instructor, caring about students' personal development. I do agree with some of the comments below that he's very hands-off and relying on TAs to handle grading, all the questions of his finals, however, can be found in his TA's last discussion session and if you pay attention to his lectures, you'll learn very practical economic knowledge.

Professor Guzman is an amazing human being, professor and resource. He knows the nitty-gritty of the policy world. PLCY 640 class was extremely engaging and resourceful. Anyone who wants to learn the application of microelectronics to solve real world challenges should take this course. Professor Guzman explains economics easily—the best part of this course. Highly recommended.

His teaching assistant handles all the grading without his oversight, and he won’t double-check it. Since he assigns no homework, you have no clear idea of your progress. He provides minimal guidance, and getting a straightforward response from him is very difficult.

He lets his TA completely control grading and refuses to review them. There is not and homework so it is impossible to know how you are doing. He gives very little direction and it is hard to get an exact answer out of him.

He is a nice guy until you need help from him and then he refuses to help. He never had office hours listed and just tells you to go to his TA. His TA grades way too harshly and Julio does not review the TA’s harsh grading scale. He does not provide any homework so it is impossible to tell how you are doing in the class until the midterm and final.

He’s a nice person, but not a good professor. He allows the TA to destroy tests and when you go to him for help he refuses to go against the TA. He never had office hours listed all semester long and does not give homework so it is hard to tell how you are doing in the class.

Nice guy but not the best class. The class is formatted with only a midterm, final, and project, giving you limited opportunities to earn a good grade. His directions were also vague, making it hard to know his expectations. He gave long lectures that were sometimes boring and somewhat hard to understand because of his accent. I wouldn't recommend this class, but it was not the worst.
